Tempered (toughened) glass balustrades and laminated glass balustrades both use heat-treated safety glass, but they behave differently the moment that glass is actually broken — and that difference is what decides which one belongs on a given project. Toughened glass on its own is fine for many framed, lower-risk applications. Laminated glass is generally the right call wherever a broken panel falling away would actually be dangerous.
How the Two Glass Types Actually Differ
Toughened glass is heat-treated to make it roughly four to five times stronger than ordinary annealed glass. If it does fail, it's engineered to break into small, granular pieces rather than long dangerous shards — but those pieces separate and fall away, since there's nothing holding the broken panel together.
Laminated glass takes that same toughened glass and bonds two or more panes together with a plastic interlayer. If the glass cracks, the interlayer holds the fragments in place, so the panel generally stays in the opening rather than falling out. The glass has failed structurally, but the barrier itself is still there.
Which Application Needs Which
Toughened glass alone can suit a framed balustrade — one with a top rail and posts that would physically catch or stop a broken panel, at a modest barrier height. The frame is doing part of the safety job, so the glass doesn't have to hold itself together after a failure.
Laminated glass is generally specified wherever that backup doesn't exist or the consequences of a failure are more serious: pool edges, tall balconies, and frameless balustrades with no top rail to catch a failed panel. In those situations, the glass is the only thing standing between a person and a fall or a pool, so it needs to stay in place even after it cracks, not just break safely.
